During our CCW today additional detailed logging was activated on HOA forms which was causing this issue as a result of which purchase requests could not be completed. This logging was turned off quickly and services were restored fully.

Monitoring
Merchants using HOA encountered errors between the timeframe 16:50 - 18:43 PDT.
